In the wake of the passage of Tennessee69制片厂制作传媒檚 school voucher bill 69制片厂制作传媒 a law that was vehemently opposed by the Hamblen County School Board, Morristown City Council and the Hamblen County Commission 69制片厂制作传媒 Superintendent of Schools Arnold Bunch encouraged his team to remain focused on their goals.
69制片厂制作传媒淲e have an important mission and calling. We can69制片厂制作传媒檛 waste valuable time dwelling on or lamenting the passage of the bill,69制片厂制作传媒 he said. 69制片厂制作传媒淲e will continue to do what we have been doing 69制片厂制作传媒 69制片厂制作传媒楽haping Hamblen County69制片厂制作传媒檚 Future One Student at a Time69制片厂制作传媒 by educating all students so they can pursue their future goals and dreams while continuously striving to improve.
69制片厂制作传媒淲e must continue to execute our mission as all of our students, their families and our community are counting on us.69制片厂制作传媒
Bunch 69制片厂制作传媒 who has opposed the bill, as well as previous versions 69制片厂制作传媒 said ultimately what he personally thinks of the legislation does not matter in regards to meeting the school system69制片厂制作传媒檚 goals.
69制片厂制作传媒淥ur elected officials passed it, and the Governor (Bill Lee) will sign it,69制片厂制作传媒 he said. 69制片厂制作传媒淲e can69制片厂制作传媒檛 waste valuable time. We69制片厂制作传媒檝e just got to move forward. All of our students are counting on us. Our families and our community are counting on us.69制片厂制作传媒
Under Tennessee69制片厂制作传媒檚 proposal, 20,000 education vouchers of around $7,000 each would become available next year. Half of those would go to students who are lower income, disabled or otherwise able to participate in the new voucher program, but any student entitled to attend a public school could access the remaining 10,000.
The Associated Press reported that legislative analysts assume about two-thirds of the vouchers will go to students already attending private schools.
69制片厂制作传媒淢ake no mistake, this is welfare for the wealthy,69制片厂制作传媒 Democratic Rep. John Ray Clemmons said.
The approval came within a session specially called by Lee, allowing him to narrowly focus lawmakers69制片厂制作传媒 attention instead of waiting for action during the ongoing, months-long regular session covering all kinds of topics. The speedy process also circumvented any cold feet which may have scuttled Lee69制片厂制作传媒檚 attempt to pass the bill last year.
This year69制片厂制作传媒檚 version comes in at a cost of $440 million and includes a one-time bonus of $2,000 for teachers of systems that opt-in to specifically receive the bonuses. The projected cost over five years is projected to exceed $1 billion.
Many legislators 69制片厂制作传媒 including those who voted against the wishes of local school boards 69制片厂制作传媒 cited the support of President Donald Trump who weighed in on social media Tuesday.
Trump praised Tennessee lawmakers for 69制片厂制作传媒渨orking hard to pass School Choice this week, which I totally support.69制片厂制作传媒 Additionally, the Trump administration told the U.S. Education Department to use discretionary money to prioritize school choice programs and give states new guidance on how they can use federal money to support K-12 voucher programs.
It wasn69制片厂制作传媒檛 only the Hamblen County School Board which opposed the bill.
According to the AP, multiple local school boards 69制片厂制作传媒 including Jefferson and Hawkins - passed resolutions stating their opposition to Lee69制片厂制作传媒檚 voucher plan.
Teachers and students flocked to the Capitol this week, holding signs and yelling out as lawmakers walked into floor sessions pleading with them not to gut public education dollars. On Thursday, some protesters handed out fake money labeled 69制片厂制作传媒渧oucher scam bribe.69制片厂制作传媒
Another sticking point was the large amount of testimony from families of students who have learning disabilities pointing out that private schools can and do reject students with certain impairments. A last-minute amendment that would have prohibited private schools from discriminating against students with disabilities was rejected by the House.
Bunch said that prior to the vote he shared the school board69制片厂制作传媒檚 resolution in opposition of the law with the trio of legislators representing Hamblen County and spoke with two-thirds of those legislators in regular dialogue and conversations.
State Sen. Steve Southerland voted against the bill while state representatives Rick Eldridge and Jeremy Faison voted for the bill which received heavy backing from out-of-state interests.
The Associated Press reported that the head of the conservative Club for Growth, which ran TV ads lauding the voucher plan, also warned Republican lawmakers that they would fund primary election challengers to try to defeat anyone who opposes the bill.
Rather than focus on the politics of the situation, Bunch highlighted the accomplishments of the school system and the goals that lie ahead.
He touted safety improvements that include everything from more SROs in schools to enhanced cyber security. He talked about a school building and improvement plan that includes the newly opened Lincoln Heights Elementary, an addition to serve elementary students at the alternative school and a plan to close the open classroom design at Meadowview and Lincoln Heights middle schools.
69制片厂制作传媒淥ur district is much safer now,69制片厂制作传媒 he said, adding the changes at the alternative school and the middle schools will enhance learning environments for students as well as improve safety.
Prior to the vote, Bunch expressed concern about the Governor69制片厂制作传媒檚 promise to keep current public school funding level. Bunch said that promise doesn69制片厂制作传媒檛 necessarily cover increased costs or unfunded mandates that may occur in the future.
Another concern Bunch has is that in the future, people will use comparisons of private schools versus public schools to create a narrative.
It would be nearly impossible to compare public schools who are required by law to educate anyone and everyone who walks through their doors to private schools which can decide who they enroll or disenroll.
69制片厂制作传媒淚 anticipate there will be people that will try to make those kind of comparisons,69制片厂制作传媒 he said 69制片厂制作传媒淚 just hope the people who are hearing those things will ask the follow up questions that lead to an accurate comparison69制片厂制作传媒
Bunch has frequently noted the differences in demographics amongst the schools in the Hamblen County system, each of which faces unique challenges.
69制片厂制作传媒淚f you have been in one of our schools, you have been in one of our schools,69制片厂制作传媒 he said. 69制片厂制作传媒淎ll of our schools are not the same.69制片厂制作传媒
Trying to compare a system of schools with a diversity of challenges and need to a private school that can be selective in who gets educated is just not apples-to-apples, he said.
69制片厂制作传媒淭hat69制片厂制作传媒檚 not really a fair comparison,69制片厂制作传媒 he said.
He also praised what he called the system69制片厂制作传媒檚 most valuable asset, its educators.
69制片厂制作传媒淲e69制片厂制作传媒檝e got a great team,69制片厂制作传媒 he said. 69制片厂制作传媒淎 great group of professionals, Are we were we want to be? We should never answer that questions 69制片厂制作传媒榶es.69制片厂制作传媒 We should always be striving to improve. We will have areas where we will continue to push.69制片厂制作传媒
Bunch discussed early literacy efforts, increased Pre-K and better identification of young students reading level in an effort to give students a better base from which they can build their knowledge.
Those efforts also include the systems69制片厂制作传媒 multi-language learners who can face additional challenges in learning at a school in their second language.
The goal in Hamblen County, Bunch said is to educate every student that walks through the doors.
69制片厂制作传媒淲e educate them all and we love on them all,69制片厂制作传媒 he said.
Bunch praised both the school board and Hamblen County government for their support of local schools.
69制片厂制作传媒淥ur district is blessed to have a strong school board and County Government who are committed to public education,69制片厂制作传媒 he said.
Bunch is a product of Hamblen County Schools who became a test pilot in the Air Force69制片厂制作传媒檚 Stealth program. He advanced through the ranks, becoming a four-star general, serving as a commander of the Air Force Material Command at Wright-Patterson Air Force Base in Ohio. He was in charge of roughly 80,000 people and managed a budget of $60 billion.
When he retired and returned to Morristown to helm the school system, he said his focus was to give the same opportunities to Hamblen students that he received.
69制片厂制作传媒淚 was able to do what I did in the Air Force because of the education that I got in this community. It prepared me to go places and do things that I could have never have imagined,69制片厂制作传媒 he said. 69制片厂制作传媒淲e69制片厂制作传媒檙e committed to working diligently to give the students of Hamblen County the education they need to chase their dreams whatever they may be.69制片厂制作传媒
Whether a student dreams of being a Rhodes Scholar or going directly into the workforce to make a living, Bunch said the school system needs to do everything it can to prepare them.
He cited added dual enrollment projects at both the Tennessee College of Applied Technology and Walters State Community College as steps in that direction.
He pointed to efforts to improve students ACT and ASVAB scores and noted the system had gone from Advancing to Satisfactory from last year to this year.
69制片厂制作传媒淲e are not where we need to be with what we69制片厂制作传媒檙e being graded out on academics,69制片厂制作传媒 Bunch said. 69制片厂制作传媒淲e want to move to Advancing. We want to move to Exemplary.69制片厂制作传媒
Part of that effort includes professional development for educators and improved pay structure and support.
69制片厂制作传媒淥ur retention was better last year,69制片厂制作传媒 Bunch said. 69制片厂制作传媒淚 think our efforts to improve our salary structure to make sure we69制片厂制作传媒檙e an employer of choice, taking steps to retain and develop that workforce and make them feel appreciated help to keep the movement and the culture going where we need to go.69制片厂制作传媒
Bunch did praise the legislature for efforts to increase teacher salaries in recent years.
69制片厂制作传媒淚 appreciate the additional funding the state has put into public education,69制片厂制作传媒 he said. 69制片厂制作传媒淲e are on a path to increase our starting teacher salary to something more respectable. That was badly needed.
69制片厂制作传媒淥ur teachers are amazing. They69制片厂制作传媒檙e professionals and they are under-appreciated by the vast majority of our citizens.69制片厂制作传媒
Bunch echoed those sentiments in a letter to his staff in the wake of the legislature69制片厂制作传媒檚 decision.
69制片厂制作传媒淵ou are an amazing group of professionals, I am highly confident we will continue to improve, and the majority of our families will stay in our school system,69制片厂制作传媒 he said. 69制片厂制作传媒淚n closing, keep your chin up and smile. Please don69制片厂制作传媒檛 let this drag you down or have any impact on execution of the mission.
69制片厂制作传媒淵ou are amazing. I am proud of each of you. It is an honor to serve with you.69制片厂制作传媒
