While much of the conversation that took place Monday night at the Hamblen County Commission Committees meeting was regarding proposed regulations for RVs and their use as permanent housing, the committees also worked on other items, as well.
The Public Safety Committee heard from construction manager Jaron Dowalter who gave an update on the progress of the jail and said it is still scheduled for substantial completion in April.

The news was welcome; while a good portion of the amount was due to unpreventable cost increases during foundation work early on during construction, it remains that change orders have added hundreds of thousands of dollars of unplanned costs to the project.
Hamblen County Mayor Chris Cutshaw said work was being done to negotiate some of the money back from contractors on the project. He said a team has been at work to recover money that was spent to correct mistakes in the build and design process.

Hamblen Finance Director Amanda Hale spoke to the Budget Committee about the first steps in starting the 2025-2026 budget process.
As has been the case with many recent budgets, wage pressure from inflation and the private sector has been a concern.

A proposal to change/update the Private Acts of 1949, the document governing the Hamblen County Road Commission, was presented by Cutshaw to the Finance Committee.
Discussion included former Road Commissioner Gail Free, who was alleged to have collected pay and moved out of her district without resigning her seat. While the account is contested by involved parties, Free is in the process of paying back an amount requested by the County after a review of meeting attendance records.
During the inquiry into the issue, it was revealed that several other Road Commissioners had received their standard pay though they had not attended related meetings. They have paid back or have paid back compensation requested by the County.
Road Commissioners receive $200.00 per month 69制片厂制作传媒渁s compensation for their services.69制片厂制作传媒 Despite the compensation being for all of the 69制片厂制作传媒渟ervices69制片厂制作传媒 provided, it is contingent on attending meetings.
Cutshaw pointed out that much, if not most, of a Commissioner69制片厂制作传媒檚 services are performed driving roads and interacting with constituents or other related tasks.
He said he wanted the Commission to look at the issue and see if they could agree on a proposal/request to amend the Private Acts of 1949, which must be done legislatively in Nashville, to modernize the language and reflect the compensated duties of the Commissioners.
He also presented a proposal to include language regarding a retainer fee that is paid to the County Attorney from the Road Department.
