To hear locals tell it, State Route 66 between Bulls Gap and Rogersville has been a sore spot for several years.
With increasing road traffic to Barrette Outdoor Living in Bulls Gap, there have been more 18-wheelers on that road for quite some time.
It is estimated by the Tennessee Department of Transportation that construction will start in Fiscal Year 2027 with estimated completion to be determined. According to TDOT, preliminary engineering is currently underway. TDOT anticipates that the project will be funded in part through the Transportation Modernization Fund.
The proposed improvements for SR 66 run from SR 34, U.S. 11E, to south of Speedwell Road/Old Highway 66 and include widening or realignment of the existing roadway for approximately 5.6 miles.
SR 66 connects Rogersville and Bulls Gap and provides access to Interstate 81 via SR 34 (US 11E). The existing roadway between SR 34 and Speedwell Road is a two-lane, rural arterial route. The planned improvements are designed to correct geometric, operational, and safety deficiencies along this section of SR 66 and to improve connectivity between Rogersville and I-81 in conjunction with the proposed SR 34 (US 11E) project.
The project has been identified for funding in TDOT69制片厂制作传媒檚 10-year Project Plan.
Unlike in 2017, the current version of the project follows the existing roadway, providing a 69制片厂制作传媒淪uper Two-Lane69制片厂制作传媒 roadway from the Rogersville side of Highway 66 to the Barrette Outdoor Living Plant equipped with wider shoulders. At the plant, the road becomes a 69制片厂制作传媒淪uper Three-Lane69制片厂制作传媒 roadway with a center turn lane until the road ends at the Bulls Gap traffic light at the intersection with U.S. Highway 11E. The road will be widened to accommodate 18-wheel trucks that use Highway 66 as a route to either Interstate 81 or U.S. Highway 11E in Bulls Gap.
The existing roadway, from SR 34 to Speedwell Road, consists of two 10-foot travel lanes with limited shoulder widths. The proposed design would widen the existing roadway to a three-lane facility with a center turn lane or realign the two-lane roadway, depending on location. Construction will increase the number of lanes and/or increase lane and shoulder widths and improve route deficiencies.
TDOT funds projects in three phases. Environmental and early preliminary designs are part of the first phase, what is currently being done. This was funded by the Tennessee legislature.
The next phase is right-of-way acquisition, which may take up to three years to purchase properties involved.
Finally, the third phase is construction of the roadway.
Segment 1 along this stretch, there will be two 12-foot travel lanes, a 12-foot center turn lane, four-foot shoulders, curbing and gutters and five-foot sidewalks.
Segment 2 from North of Barrette Drive to Pleasant Hill Road, will include two 12-foot travel lanes, six-foot shoulders and curbing-gutters.
Segment 3 from Pleasant Hill Road to Guthrie Gap Road will have two 12-foot travel lanes, 10-foot shoulders and curbing-gutters.
Segment 4 from Guthrie Gap Road to North of Old Highway Road will have two 12-foot travel lanes and 10-foot shoulders.
A design public meeting was held in November, 2018 at Bulls Gap School. State Rep. Gary Hicks (R-Rogersville) agreed at that meeting that State Route 66 is one of the most dangerous roads in Tennessee.
