U.S. Highway 11E, also known as State Route 34, is a highway that stretches from Bristol to Knoxville.
It is a four-lane highway until it reaches Bulls Gap at Interstate 81.
It is then a two-lane road that travels through Bulls Gap, Whitesburg and Russellville with choking traffic at times.
In the near future, the road is slated to become a five-lane thoroughfare to improve travel times in this area and to provide easier access to I-81.
The project will widen the existing roadway to a five-lane facility or realigning the two-lane roadway depending on location. Construction will increase the number of lanes and/or increase lane and shoulder widths and improve route deficiencies.
The planned improvements are designed to improve safety, address congestion and accommodate future growth in the area.
Due to the project69制片厂制作传媒檚 size, the Tennessee Department of Transportation has divided the project into three phases. Phase one will be from U.S. 25E to East Morris Boulevard with construction scheduled for Fiscal Year 2024. Right of way appraisal and acquisition is underway in this area. This will consist of a five-lane roadway with two 12-foot travel lanes in each direction and a continuous center turn lane
Phase 2 from near East Morris Boulevard to west of Old Stagecoach Road will be a five-lane roadway on a new alignment with 12-foot shoulders and a continuous center turn lane. Right of way appraisal and acquisition is currently underway and construction time will be determined depending on right of way acquisition and funding availability.
Phase 3 from west of Old Stagecoach Road in Russellville to Steadman Road will also be a five-lane roadway on a new alignment with 12-foot shoulders and a continuous center turn lane. Right of way appraisal and acquisition had been forecast for Fiscal Year 2022 and construction time will be determined depending on right of way acquisition and funding availability.
An environmental assessment was approved in 2009 and the finding of no significant impact was issued the next year.
