When the issue of RVs and Campers came up for discussion in the County Committees meeting on Monday night, there were several area residents ready to give their opinions to the Commission during the public speaking segment.
No aspect of the proposed regulations would be voted on that night; RV/Camper Study Committee Chairman Kyle Walker reassured the room, 69制片厂制作传媒淭his is just up for discussion today 69制片厂制作传媒 we69制片厂制作传媒檙e not having any vote today on anything (having to do with) campers,69制片厂制作传媒 he said.
Walker did say he would like to see the issue resolved before getting too far into the next year69制片厂制作传媒檚 budgeting process in the spring.
Regulations around using RVs, campers and tiny homes as full-time residences have been studied and discussed for over a year now as the Hamblen County Planning Commission and the County Commission struggle to find a way to address the tension between the real-world circumstances of those with limited housing options and the desire to maintain the safety and welfare standards that are codified in Hamblen County through building codes and zoning regulations.
The latest proposed zoning regulations do not allow for RVs to be used as permanent residences, but do have a proposed two-year period to allow current RV residents and property owners to come into compliance.
Also proposed are regulations that allow for lengthy seasonal stays in permanently hosted RVs on A-1 (agricultural) zoned property. There has not been discussion on how the additional regulation allowing for this category of temporary residence will be enforced.
Conversation during the meeting attempted to clarify why or if regulations around permanent residences were necessary.
Many speaking during the meeting addressed the issue from political perspectives, but the Tennessee Planning Commissioner Training Handbook admonishes planners to look at zoning and regulations in a way that embraces other values:

The legislation first notes the purposes of zoning, which are 69制片厂制作传媒69制片厂制作传媒榩romoting the public health, safety, morals, convenience, order, prosperity and general welfare.69制片厂制作传媒69制片厂制作传媒
In Hamblen County, proponents of the proposed regulations are concerned about verified reports of human waste not being properly disposed of, substandard and uninspected building materials, the effect of RVs on property values and the enforcement of rules that are designed to benefit the welfare of the county at large.
Opponents of the regulations argue that housing affordability has made RVs, tiny homes and other non-traditional dwellings the only option for some folks and that regulation is, in effect, going to make many homeless.
Other opponents stand against zoning laws altogether and argue government has no place in regulating what citizens can do or build on their property.
The public comment segment of the committee meeting had several participants.
First up was a woman who asked commissioners to show empathy for those who live RVs.

The next public speaker said the regulations are a 69制片厂制作传媒渄irect infringement on property rights and personal freedoms.69制片厂制作传媒
Courts nationally and statewide have upheld the utility and legality of zoning regulations and building codes, and their enforcement, including regulations pertaining to temporary residences
69制片厂制作传媒淚f this County passes regulations dictating what kind of homes people can live in on their own land, where does it stop? Will off-grid living be outlawed? Will we require residents to build houses only of a certain size style or cost?69制片厂制作传媒
There are already state and local zoning regulations, deeded property restrictions and building codes that can all influence or dictate the size, style and cost of buildings.
While the majority of the speakers were concerned with addressing perceived government overreach; most did not address, or only mentioned in passing, public safety or welfare.
Because the committee took no action, the issue will not be on the agenda for the upcoming County Commission meeting.
