Recreational Vehicles as permanent residences in Hamblen County have been a contentious topic and the County69制片厂制作传媒檚 Planning Commission has been working to try to find a compromise that will satisfy everyone.
That may not be possible, but the Commission has inched closer to reaching a conclusion.
69制片厂制作传媒淲e didn69制片厂制作传媒檛 create this regulation,69制片厂制作传媒 Planning Commissioner Edgar Gray said. 69制片厂制作传媒淲e69制片厂制作传媒檙e charged to follow them. So still feel that (RVs) should not be used as permanent residences for safety purposes and we69制片厂制作传媒檙e bound to help protect the safety and welfare of this county.69制片厂制作传媒
The commission appears to have reached consensus on which way to go and have made three decisions that have not been voted on.
First, up to two RVs will be allowed to be stored on vacant lots and lots with a residential dwellings. As this regulation is for storage, the RVs will not be allowed to be connected to utilities. Other restrictions will apply.
Secondly, recreational use of RVs will be allowed with the following restrictions:
69制片厂制作传媒 Waste must be properly removed/disposed of when property is vacated
69制片厂制作传媒 No hookups to utilities or septic
69制片厂制作传媒 No mailbox or trash can service
69制片厂制作传媒 If utilities were previously hooked up, then proof of compliance with TDEC required
69制片厂制作传媒 No permit required
Allowed for 14 days per month (total or continuous)
Finally, the Planning Commission, after much deliberation, has reaffirmed an existing ordinance that RVs as permanent dwellings will not be allowed in Hamblen County.
That last decision has been a source of outcry from some who say they will become homeless if the regulations are enforced, and it is clear that the Planning Commission has been moved over months of deliberations over the impact of the ordinances.
But, in the end, they appear to be choosing a policy that protects the most people which will have a very negative impact on some.
69制片厂制作传媒淲e can sit here and we can have all the meetings we want to have,69制片厂制作传媒 Planning and County Commissioner Rodney Long said. 69制片厂制作传媒淏ut in the end, we69制片厂制作传媒檙e going to have to make a decision on what we think is best for the people of Hamblen County. If the fire marshal doesn69制片厂制作传媒檛 feel like that RVs are a permanent home, then why should we feel like that (they are)?
Long noted that citizens that followed the rules have applied for and then been denied permits for living in RVs and other forms of shelter and have been denied while those who live in RVs are, out of necessity or 69制片厂制作传媒渄eceitful69制片厂制作传媒 intent, ignoring the same ordinances.
The workshop on Wednesday provided another forum for citizens to provide their opinions.
69制片厂制作传媒淎llowing permanent residents in RVs could lead to safety hazards such as adequate sewer disposal, fire risk due to non-compliance with building codes, and a lack of proper utilities,69制片厂制作传媒 said a resident in a letter read by their County Commissioner Kyle Walker. 69制片厂制作传媒淢oreover, it could strain our local resources, infrastructure like water supplies, waste management, and emergency services, which are not designed to support permanent residents living in such conditions.69制片厂制作传媒
Housing prices in Hamblen County have skyrocketed as supply has thinned and new construction has not kept pace with the amount of new residents moving into the county.
69制片厂制作传媒淣ow, the economy, we69制片厂制作传媒檙e all one paycheck away from living in a camper ourselves,69制片厂制作传媒 one citizen said at the podium. 69制片厂制作传媒淭his economy sucks.69制片厂制作传媒
The Planning Commission will have to vote on any ordinance changes at a regular meeting and then send it on to the County Commission.
